REGIONAL PROGRAM OFFICER
LOCATION: Pakistan
Mina’s List is seeking a Regional Program Officer based in Pakistan. The part-time, temporary, independent consultant position will complete two hours a week of work for nine months. Job Duties
- Oversee and implement Mina’s List program portfolio in Pakistan, serving as the main point of contact at the local level in collaboration with Mina’s List senior staff
- Manage the monitoring and evaluation aspects of all local work, gathering and collating program data and ensuring the effectiveness of ML’s support to Afghan refugee women at risk in Pakistan. Contribute to report writing through collecting stories, documenting narratives, activities, challenges and success.
- Oversee and implement all cash assistance distribution in Pakistan, working in close collaboration with ML’s Program Director and Program Officer, as well as maintaining contact with money exchange vendors, contractors, etc.
- Monitor effectiveness of cash assistance distribution systems, including making recommendations for improvements in processes and looking for diverse methods to continue distributing funds to women at risk in Pakistan
- Develop and maintain lists of local direct support services for referrals, including mental health support, domestic violence services, and other needs that might face women under ML’s care
- Other tasks and duties as assigned by Mina’s List senior staff
Required Experience
- At least 5 years of experience in humanitarian or human rights work, providing direct services to at-risk populations, particularly in conflict or post-conflict settings
- Direct experience, including case management, working with Afghan women and girls at risk, including those affected by gender-based violence (GBV), trafficking, or conflict-related violence
- Experience working in challenging physical conditions, including remote or insecure areas, with limited infrastructure or resources

- Cultural Sensitivity: Ability to work in diverse cultural contexts and maintain a respectful and inclusive approach to all program participants, partners, vendors, and stakeholders.
- Communication Skills: Strong interpersonal skills, including the ability to build and maintain positive working relationships with local communities, NGOs, and other stakeholders.
- Language Skills: Fluency in written and spoken English. Ability to understand written and spoken Pashto and Dari.
- Travel: Ability to travel both inside Pakistan and regionally/internationally.
